environment commonality between hawc2/fast and test swapability

we will soon upload the HAWC2 wrapper to github, so you can get the latest version of it.

@davidovitch David, we should sync your work with the IEC load basis to this task. as a first step, it would be good with an overview of what input variables are in play for the load cases you will include. If we define these in some common way in e.g. a JSON file but agree on variable names, switching between inside / outside OpenMDAO will be easy.
