I received this error always when I tried to click Run Change Rule for selected features button in the attribute assistant toolbar. I remove the add-on and reinstalled several times. But nothing has changed. Please give me any solution for this.

We have seen this when there is a legacy(circa 10.1) version of the add in installed. Can you review uninstall your add in and then review the assembly cache folder and manually remove any hanger ons?

Review each folder in here and remove any that have the Attribute Assistant in it
%LOCALAPPDATA%\ESRI\Desktop10.6\AssemblyCache

Thank you for your reply. I manually Remove the Assembly Cache folder and uninstall the plugin. Nothing has changed.

What schema is your dynamic value table? I would suggest logging a tech support call. Clearing the assembly cache has always resolved these when I seen this issue in the past.
