FMS gets built twice in runs with MOM

I have a case
CASEROOT=/glade/scratch/klindsay/temp_caseroots/g.e23b12.GMOM_JRA.TL319_t061.003
When I run case.build, FMS gets built as part of the library builds, and separately as part of the MOM build.
The library build of FMS ends up as $EXEROOT/intel/mpt/nodebug/nothreads/nuopc/libfms.a
and the build of FMS from the MOM6 build ends up as $EXEROOT/ocn/obj/FMS/libfms.a

The build of FMS from the MOM6 build occurs after the build from the library build.

I wonder if we could get the MOM6 build to use the library build of FMS.
