Prevent error on first pipeline when authoring an orb

What problem does this feature solve?:

When authoring an orb using the CircleCI CLI, the first pipeline doesn't actually run, and shows the message:

Use of setup workflows must be enabled in project settings (Project settings > Advanced -> Dynamic config using setup workflows)

This is expected; the feature needs to be manually enabled. (https://circleci.com/docs/create-an-orb/#8-enable-dynamic-configuration)

Maybe the https://circleci.com/api/v1.1/project/github/orgname/projectname/settings endpoint could be used to programatically enable the setting in question, as part of the orb init process:
