Bug Report: repo.saltproject.io is gone

Describe the bug
It's not so much a bug as it is an issue with Salt Project: https://saltproject.io/blog/salt-project-package-repo-migration-and-guidance/

All dependent images will fail to build until this migration to the new host is done, or Salt Project is removed from this image.

To Reproduce
docker build .

Expected behavior
the image builds successfully.

I was going to do a PR, but we don't use Salt in our internal runners and it looks like they are deprecating some old versions so this might go beyond updating the key ring and repository host.
