ACCESS-OM3 build and run systems

@micaeljtoliveira has been creating a CMake-based build system for ACCESS-OM3, and we were planning to use payu to run it.

However, CESM uses CIME (https://github.com/ESMCI/cime), which supports configuration, compilation, execution, system testing and unit testing. I know nothing about CIME, but it might be worth investigating to see whether it would streamline parts of our build and configuration processes. It could also be worth seeing what advantages it offers (if any) over payu (or rose/cylc) as a run manager.
