Introduce report page

Background

• The liv-doc generator is expected to run in CI mode.
• If there is some data inconsistency and the information about it is logged in the output, there is a small chance the end-users will observe it.

Feature

• Add a new control to enable/disable the report page.
• Propose where to locate this page. There is expected to generate one page across all regimes.
• Add the logic to collect information to be reported.
  • List of features with defined two+ topics. This should not be allowed.
  • Add the control to enable/disable this quality check.
• The page will not be created when it should be empty.
