Describe the bug
Unlike the Resection margin and the Uncertainty margin group boxes, the Resection grid is enabled by default, even when there is no resection. This should be disabled until a resection is active

To Reproduce
Steps to reproduce the behavior:

  1. Launch 3D Slicer
  2. Click on IGT>Slicer-Liver
  3. Inspect UI for the module

Expected behavior
The Resection grid combo box should be disabled until a resection is active
